Actually, I lost my real mother when I was 6 months old. Then after, my father was lost when I was 18 years old. Now my step-monther is alone at back home country. I would like to bring her here in Canada. But, confuse about process. I know that might be I need to hire good lawyer to prepare her application because need to show strong relationship with her.

Wish you had given affidavits/death certificates of your real parents/included your step mom's name in your PR application.... yes, do hire a good lawyer.... it's going to be quite tough.... do take care that this new disclosure does not appear like a misrepresentation.... because your PR could then be at serious risk/could even get revoked.
If you do not have any legal documents that prove she is related to you as your step mom..... you can then provide other evidence to show she raised you when you lost your mom.... you can show your relationship to her is on humanitarian grounds.
Perhaps, you should apply for a TRV.... keep extending her visitor status (as long as you can).... and leave it at that.... don't go for a super visa as it may put your PR at risk.
The lawyer will know the best way forward.... and I hope your step mom is with you soon
