You better ask legalfalcon..but according to his answer to another forum member MI3 means:

Effective July 1, 2011, the third set of Ministerial Instructions (MI3) further limited the intake of new FSW applications by lowering the global cap to 10,000, with sub-caps of 500 for each of the 29 priority occupations. Really strange but you can look more clues with-in the other pages and don't just rely on the summary page. How about your security or background? What is the update from your online account?
Security and Background havnt started yet. Everything in the notes look good. I had a UK PCC ADR and online account says that we are reviewing the document you provided. ADR was on 22 September and I had shared it on 23 September.

You are not reading it correct. My application processed with-in 30 days after I submitted. GCMS notes shows no progress since Sep 11.
