No but you can apply for asylum and have a hearing to see if you can stay. In order to get a TRV you would have to have foreign travel history where you needed a visa like the US, UK, Australia, etc. You also have to show you have enough money to support your visit. You need a valid reason to visit Canada like visiting family. You have to show strong ties to your home country (Syria) so you would convince the Canadian government that you will return. It will be assumed that you are planning on claiming asylum if you apply for a TRV so unfortunately you will likely be refused.
