No, you can't.

Firstly, this is not illegal in Canada, so no "offence" has been committed.
Secondly, he now holds PR status in his own right and is no longer linked to yours.

Sorry, no, you can't if he has already landed as a PR. Even if you sponsored him through the spousal stream, condition 51 no longer applies.

This is a domestic issue, not an immigration issue.
