what factors are considering for humanitarian & compassionate grounds for deciding residency obligation?

Typically it's illness. For example, the permanent resident was too ill to travel and in hospital or advised not to travel by their doctor. Or possibly if the permanent resident had an ill parent back home who needed constant care and there were no other family members there to take care of the ill / elderly parent.

Education and financial reasons are typically not accepted.

Regardless of what reason is used, you have to back it up with hard evidence.

Unfortunately H&C is also open to abuse because people use fake doctors note and there is no way to verify that
