How can a person sponsor a Palestinian to come to Canada? (Not a spousal or family sponsorship)

Can a Palestinian resident in Gaza qualify as a Refugee?

When the question of Palestenian refugees in Gaza as a refugee is clearly answered, then the best option to sponsor that family is through group 5 (Canadian or landed immigrants who work and live in the same province)

The OP should note "Effective October 19, 2012, a G5 may only sponsor applicants who are recognized as refugees by either the United Nations High Commissioner for Refugees or a foreign state."
