how to get Provincial Nomination for IT Manager 0213 NOC?

i will really appreciate if some one can guide me about the PN for IT manager? .....

1- how can i get Provincial Nomination? ..... whats the procedure? .....

I have got 7 years of IT experience with 16 years of relevant education. my 1 month old IELTS score is L 7.5, R=7, W=7, S=6.5.
