How to continue the application from the non-residence country?

Dear all,
My friends submitted their application at the home country but now they are planning to move to US on the student visa for 2 years. They evaluate that they will have enough time to submit the documents before they leave. What will happen next? How could they have the medicals and so on? Is this possible at all?

medicals as far as i know can be done in any country with a doctor recommended by CIC.

They can ask their application to be moved to another office but it is at the discretion of CIC to move it or not.

If it doesn't get moved and they are asked to come for an interview, then it might be a problem (due to cost).

I see. So you suggest that it can be a question of expenses but it is possible. What is the next step after medicals if they don't want to see them at the interview?
And another question - can CIC officers decide to call people for interview only because they moved to US for training? I hardly believe it, but who knows.

CIC generally calls people for an interview when they have some questions and verifications to do (thats my understanding anyway). I have a friend who is francophone from Cameroon but she studied in English Canada rather than Quebec so when she applied for QSW couple of years later, they wanted to make sure she knew French (because she could easily have been from Anglo-Cameroon). She walked in greeted the interviewer, and they both laughed because it was obvious she knew French a LOT better than English so the interview was over in 2 mins and then they had a normal conversation about arbitrary stuff.

I think the next step after a medical (with no interview) as far as i know is visa stamping or decline. i could be wrong.
