how to contact Buffalo office?

I tried to contact the Canadian consulate at Buffalo with no luck. All emails bounced back and there is no phone number to call them. I surrendered my visa 9 months ago and I’ve being told to wait for 3 months to get a refund. So far I haven't got anything.

No offense but.. a waste of a visa then...

lol indeed it's a waste but who needs it i got the passport request after being a GC holder for 1 years ( i waited 3 years to get PPR + 1 years for PNP). Anyway I've heard that Buffalo office has been closed and they moved all applications to other offices. Did you get any notification about your application being transferred to another visa office?
