I think it would be better to submit only one piece of IELTS test results and it should show that you meet the minimum language requirements in each 4 criteria (beat case scenario). If you submit lots of test results and none all of them will fully show that you meet ClB mark, it may confuse the officer and he may reject your application. But this is just a guess. I can't find any information why you CANNOT include more than one test result. You just have to prove that you know the language and convince the officer that you meet this requirement. And also, the visa officer should also realize that taking two tests is expensive and stressful and if you meet the minimum language criteria, and the results are here and there, it should still work out well. The only thing you could probably do to avoid misunderstandings is also include an explanation letter why you are submitting more than one test result, but agaij it's not necessary.
