Hi,

My family landed here in Canada year 2012. My brother is sponsored as a dependent child. In January of 2013, his girlfriend gave birth to a baby boy. It took a while (3 years later) because my brother and his girlfriend are already separated. However, the mother already agreed for the baby to get here in Canada too for a better future. How could he add his baby as a new family member?

If he's already a PR, then he'll need to sponsor the child. He'll also need to get documents signed that allow him to remove the child from his home country. He'll need to check into the legal side of that.

Yes, he is a permanent resident. You mean, my brother has to do the sponsorship process like our Mom did to us?

But, is there any other way like adding the baby as a new family member? Because when our Mom sponsored us, the baby wasn't there yet. Our visa were already approved when his girlfriend conceived. We landed here in Canada on Oct 28, 2012. Then, the baby was born January 27, 2013. I was thinking of an easier way like just adding him as a new family member? If it's possible? Thank you very much. :)
 
No. He has landed as a PR, so the file is closed. There is no option to add a family member to a closed case. So he needs to sponsor his child.

As mentioned, he needs to apply from scratch to sponsor his child. The application package is here: http://www.cic.gc.ca/english/information/applications/fc.asp

As a PR, you must reside in Canada during the entire processing time. He would be allowed to vacations to home country to visit.

The most important question here though, is if the child's mother is agreeing to have her child move permanently to Canada. If she doesn't want the child to leave then the father may not be able to sponsor his child.
 
Too bad he has to begin from scratch. :( The mother thought he just has to add the baby as a new family member. Now that my brother has to sponsor him, it's a different story for the mother again.
