The problem is, even if he "wins", it will be determined that since he was married he no longer qualified as a dependent under his parents apps, so should never have received his PR in the first place. So Singapore probably never received any info from him. Of course there is no harm in asking for notes to see what they have on record. Just keep in mind the more he pursues this, the more chance there is CIC will realize the mistake and simply revoke his PR status.

Also it's not up to the CBSA officer doing landing to ask all the questions, on the landing documents it states that you are supposed to update CIC if any of your information changes. So it was his responsibility to inform the CBSA officer doing his landing that his status on COPR as "single" was wrong, and should have been married.
