How often are interviews and job references followed up?

Do job references get contacted for every applicant, or is it case by case?

Also, is there a ballpark guesstimate as to what percentage of people get interviewed by the VO?

I'm from 3rd country & I've got my PR visa recently (skilled worker) and never been checked by CIC!

I know more than 20 people in person got the PR visa in the past few years and non of them has been checked!

They will check ONLY if they feel something wrong or fabricated.

I never knew that there is no fraud in 1st world countries, thanks for telling. How about changing the defintion and meaning of fraud, limiting them to 3rd world countries or people living in them ? And also send me the resource from where you read that fraud is only limited to 3rd world countries.
