Folks, today I scanned all the old threads. Took me an entire day. I even contacted members (landed) having this issue - half of them replied and waiting for others.
Here is the summary for everyone's benefit:
One can get PCC issued from any psk (current or permanent) - there has been NO rejection till date of individuals applying from permanent address. Obviously, you shouldn't disclose to the police officer that this is not your current address. This is because PCC from PSK has no geography or time bound. Yes, the pcc will bear the city of psk from which it is issued but CIC is concerned with country related pcc and passport offices are computerized and connected to detect if there has been an adverse ruling before.
any rejection earlier has been only when ppl got pcc from local SP rather than psk because pcc's issued from local sp is city bound.
