I highligheted the +15 years because 16 years are +15...This is my hypothesis and may be I am wrong, but 16 years education with engineering(prof degree) will most probably get 23...But the again as put by canxyz, assessment from different bodies will matter.... PMM can you please share your judgement....

Three-year or longer post-secondary credential 21
For 23 points you require a Masters Degree.
