i heard that the laws has changed recently about the number of years i should stay in canada as a pr holder to renew my PR ??
 
Appendix A on the cic website still mentions that a physical presence of 730 days is required. Where did you get this information from?

There is no new law. You are confusing PR and citizenship.
 
IS there a new law for the citizenship i mean i have to stay 4 years instead of three to take the citizenship ??

Yes - there is a new citizenship law. You need 4 years of residency in the last 6 years to qualify to apply. Yes - this new law applies to you.
 
I got my PR status last year(2014) and completed my stamping process in DEC 2014 on COPR document my date is till 2019 can I move to Canada next year i.e in 2016 and still be eligible to retain my PR status or I need to keep visiting every 6 months to keep this active.

I am planning to move permanently in Jun 2016 to Canada.
 
You can move in 2016. You need to stay 2 out 5 years in Canada to retain your PR status.

No. You can Stay continously or Can take some break in between. For citizenship we need to stay 4 out of 6 years in Canada. Minimum 6 months stay in the each 4 years.
