Just today I got message from one of the members from India who got his Bachelors degree and a 1 year PGDM. His credentials have been communicated as equivalent to one Canadian Bachelors degree by WES. The PGD has been considered equivalent to additional major subject of Bachelors degree. So he gets 21 points.

I told you earlier that the final word on your credentials will come from WES. So you are advised to proceed with your ECA process asap rather than arguing. Its outcome will decide the points 21 or 22.

What wrong did i say, by being a very experienced member doesnt mean that you have got knowledge about everything. there may be situations where u might not be able to help.. there is always room for knowledge so first of all u shud notify any words that were harsh and then you should guide me abt how to talk to somebody..
I wasnt arguing i think this is a forum where i can at least express what i think and then take guidance from seniors like u. but to say i cant even ask you to provide me with references to ur advises is not rite i think.but thanx bro for ur guidance and thanx to scylla for her help and sorry if she is offended

No - your foundation year will definitely not be counted as one degree. It's just one year of schooling that leads to a degree - it's not an actual degree. You would have to take a second bachelor degree or a masters to have two degrees.
Just following up with this question, in the EE form it stats "2+ Diploma/Certificate/Degree with one been 3+ years" couldn't the Foundation year be considered as a Certificate? would it be possible to select this option if the person has a 1 year Foundation and a 3 year Degree?
