Have you tried to contact the Canadian Embassy in India? I guess you are wasting your time, sending emails to CIC doesn't mean that you can get a response in a reasonable time. Their turn around time is almost 30 to 35 days if they will ever respond. So you better try with the Canadian Embassy, they might be able to help - I learned that they can handle the passports delivery. You are not alone. I paid RPRF on June 23rd. Still hear nothing from CIC. Are you applying outside Canada? I wonder if it is because that they are now focusing on inside Canada applicants, or sth went wrong, or they need to go through other formalities... I have dropped a mail to CHC in India and waiting for reply. Hope I will get any positive response from either CIC or CHC. Going to Canada is not possible as for that I need to have visa.
