They sent COPR for her. Can someone who is US citizen and recently received COPR confirm that passport does not need to be stamped with immigrant visa? And those who have waited too long, try contacting your local MP. Believe me, they will be able to do something, or at the very least, track the whereabout of your passports.
Also, those applying under skilled worker can probably expect to wait 2 to 3 weeks longer than CEC and PNP guys. We don't have a lot of CPP-Ottawa FSW applicants on this forum, but based on the little data we have, it does look that way.
