how long does IRRC take to generate AOR for an PNP(paper) based Federal PR application

Hi,

I am Kiran, i have received BC PNP and applied for paper based PR application which will take almost 2 years to process, meanwhile i have applied for a BOW since my current work permit have expired. does anyone have idea that when IRCC will generate a AOR after application is submitted. looking at the ongoing situations all the applications including work permits, PR applications are getting delayed.
