How easy to get the CAQ after study permit was issued???

Hi

I had my study permit, but i intend to change the program and study in Montreal, so, i will need to get CAQ. and i have few questions about it. Is that possible to get the CAQ after the study permit was issued??? And can i apply for it from inside Montreal??? And Finally is that easy to get it??? or it's exposed for approval or rejection like to study permit???

If you already have a Study Permit then yes, it is possible. And yes, if can apply from within Montreal.
Apply via the Quebec government's website, pay the fees (109 CAD), and follow the instructions and mail in your supporting documents. After they've received your docs it takes less than 20 days. I got mine after a week they've received my docs.

P.S. They will also mail you your actual CAQ certificate via regular mail, which you will need to show your school's international students office so they can register you. You will also need it, along with your study permit, to register for your Code Permanent.
