I got accepted from one of the universities in Montreal. I am applying for a CAQ and a Study Permit very soon. I am aware of that I have to send a CAQ with a Study Permit application to the CIC. However, is it possible to send the Study Permit application without a CAQ but stating that "a CAQ is still in process"? I am wondering whether I can send the CAQ application to the Quebec Immigration Office and the Study Permit application to the CIC at the same time as long as I state that I have applied for a CAQ.
