because the applications are different. there are more document requirements for inland than outland. also, there is an option for paying fees for each stream. the second drop down box before you can choose the type of fee asks you what fees you are paying for. its the box right below the box that asks which country you are paying from. one option is for outland - "sponsoring a spouse, dependant or family member outside of canada" and another option is for inland - "sponsoring a spouse in canada class."
By mistake selected Spouse in Canada class. Next been to payment screen and paid.

But all application is Outland and Spouse never been to canada.

sure. the fees are the same, so i'm not sure it even matters which category was chosen... paying a fee for one stream isn't going to automatically switch your application to that stream. again, it's based on the application package and documents.
