You can't just extend a work permit. You would need a job offer from an employer with a positive LMIA in order to apply for a closed work permit.

Provided the course qualifies for a PGWP, yes. It is better to take a 2 year program to get a 3 year PGWP.

Alternatove would be 2x1 year qualifying courses back to back to qualify for a 3 year PGWP.
