HOW CAN WE FILE VISA WITHOUT IELTS ? ( is that possible with ESL program)

You can exclude IELTS results from your application. However CIC has your old application details on file. They will be able to look up your old application details easily and see your IELTS results and the reason why your first application was refused.

what scylla is trying to tell is that although you can get into a program in a college that gives ESL, the visa office may not just let it slide by that you have ESL now so no need for IELTS. They would still like to know why you are taking ESL, what is your future plan, why not try to improve your IELTS score etc etc.

I am guessing you were rejected before due to IELTS so definitely, VO is going to look into that matter.
