How Can I obtain the PCC in Israel

One option is asking for a police certificate from the Israeli embassy in Toronto.
A simpler way, is applying in a police station in Israel and asking them to mail it directly to the Canadian embassy in Tel Aviv

This procedure requires someone to physically request the certificate for you in Israel.
Your letter of authorization for this person is needed , but is not a notary one.

I have been travelling to Israel lot of time during last 4 years because of my job. Most of the time I stayed for 1 month during my visits there. I would like to know how would be able to get Israel PCC as it looks like I have lived in Israel more than 6 months but in a span of 4 years. So, my questions are:
1). Do I need Israel PCC?
2). If Yes for above question, how to obtain it?
P.S: I am an Indian citizen living in India.
