Hello all,

I am at my very last stage of completing the application, and I really want to thank you all of you here for sharing so many tips and information!

I have a few questions regarding to the IMM3903.
1) Question 12 on A-3: I was told to give "Proof of Relationship to Sponsor", but I thought IMM5490 includes every details about my relationship development with my sponsor. Do I just send them the same documents and evidence just like IMM5490?
2) Question 16 on A-4: In Hong Kong, we use English as mailing address; therefore I cannot provide address in Chinese characters. What can I do?
Secondly, what kind of documents can be used as address proof and how many do I need to provide? Will bank statements work?
3) For supporting documents for IMM5490 or any other forms, can I send them evidence, such as photos, in USB or Disc? It is because I made the time line in Word document with photos and explanations.

Hi and welcome to the Hong Kong timeline topic.

I'll answer your questions as this is your first post and you will probably be posting here as your timeline progresses, but really these questions belong in the general spousal section. You could make a new topic or do searches to see if similar questions have been asked before. I know there are advice threads on how to arrange your application neatly with all the supporting documents. Here are my answers based on my experience and opinion only.

1) Imm5490 is more about writing about the development of the relationship. Question 6 was a lot of writing for us. We put it on separate paper and just said "See separate paper for full details" in the answer area. I included that paper immediately after that printed page in the form. Question 9 was also a lot of writing on separate paper where we explained there and also in the answer area that photos and documentary evidence is provided in a separate folder at the back of the application package.

1) and 3) Imm3903 A-3 question 12 gives specific instructions about photos etc.. Here is the relevant part ...

Photos must be loose. Do not send them in binders, albums, frames or other such containers. Do not send video discs or video cassettes. Do not send musical greeting cards or other similar documents containing electronic or mechanical devices.

So it is clear no discs or USB. Everyone's application package size would be a lot smaller if the supporting photos, tickets etc were on a disc or USB. But by reading posts about how to set up your package I found advice and accepted interpretations on these "loose photos". We printed many of the photos on paper and stuck tickets on paper (if both sides not needed) and wrote or typed explanations or descriptions. It sounds like your MS Word document with photos printed out on the pages is similar because of course you are printing out the Word document on many sheets of paper anyway.

2) I would say write "Not applicable" or N/A in question 16 and then explain by writing in the available space that you only use English address and do not know the Chinese character address. I never saw a question requiring proof of address and we never provided such proof although it might have been shown in my employer's letter. They just say it is your responsibility to provide a reliable address, and update it if it changes.

Finally, make sure every section in the document checklist in IMM5903 has a checkmark in every box or if no checkmark write N/A and if necessary explain why N/A. Similarly, don't leave any sections blank in any forms wherever possible. Write N/A, None or something like that if there could be the slightest doubt that CIC may think you left it blank because you forgot to answer it or you avoided answering it.

I've updated my profile to indicate visa issued August 1. In fact, it says on the visa it was issued on July 6, but I don't think that's informative because what matters to people is when they can expect to receive it. Why it took so long to return after being "issued" I don't know - was it writing up the Confirmation of Permanent Residence document (the CoPR has no date of issue on it... address in e-CAS still indicates China) - but it is what it is. The courier finally delivered it a month after it was handed over to the courier (and six and a half weeks after "decision made" appeared on e-CAS).

It's high season for flights and so frequent flyer reward flight choice was limited. Landing will be at YEG on August 11. Unusual to go through immigration at Edmonton (shouldn't be a line, at least) but in this case the best connection was through San Francisco and already in possession of a US visa.

Some quick recommendations based on my experience:
- not having a birth certificate was not an obstacle, at least not it our case where we went into extensive detail about our efforts to get one
- a month or two after sponsorship approval may be a good time to do the medical. It's highly unlikely your file will have started processing within two months of transfer to the overseas visa office and so there's no reason to believe waiting until this time to do the medical would create a delay. This would still technically be done as an up-front, it would just be submitted electronically to the overseas visa office instead of to Mississauga as part of the complete application. There might even be information value in waiting for an official request to the medical; - there aren't currently enough user reports to indicate whether that's best or not.
- once e-CAS shows "in progress" you need to get everything prepared to promptly respond to a passport request (if you hold a mainland passport, anyway) since that could come at the same time as "decision made". In our case we didn't know that a Visa Application Centre would be involved that would have its own charges, want a privacy waiver signed (http://www.vfsglobal.ca/canada/china/english/pdf/China_consent_form.pdf), etc. I also failed to arrange for the permanent resident card photos to be done before the passport was requested, because those get submitted together with the passport.

EDITED TO ADD, August 3:
A good time to do the medical would actually be when you've got something else to update them with at the same time, e.g. proof of sponsor visit since the application was filed if the sponsor is living in Canada and the applicant isn't, an address change, etc

Wow Brian, I didn't realize you had to go through so much before you received your VISA. It sounds like it was frustrating waiting all that time, especially so close to getting it. Congratulations on finally ending your journey!!! You must be really excited about finally ending the distance after this long wait.

I'm curious about the Passport Request email. Would you be able to show me what it looks like? Did it have information about the Visa Application Center charges and how to pay or the consent form and other requirements?

The month and a half after "Decision Made" was the tough wait because we thought we were basically done and told friends and family it would all be over probably within two weeks. And indeed historically that's been the case at most embassies around the world when they are already in possession of the passport or the passport isn't needed (the passport or CoPR goes to the courier for delivery to you at the same time as "Decision Made" with the result that it arrives within a couple days of DM). I didn't know then that I'd later be advised by the Visa Application Centre "Normally, the processing time of e-APP immigration visa application will be taken about 4 weeks".

People in Chinese language forums have recommended sending in the passport unsolicited but that advice might no longer work this year as policies have changed with the new requirement for mainlanders to submit passport to a VAC in Beijing instead of directly to the Beijing embassy. I'd recommend those with Hong Kong or Taiwan passports submit what gets asked for unsolicited though because those materials go directly to the Hong Kong consulate in Quarry Bay, meaning there wouldn't be a VAC in the way to say we are not accepting your materials without evidence they've been specifically requested. For HK and Taiwan, there's the same requirement for the RPRF receipt to be uploaded online to Hong Kong and for 3 PR card photos but the passport isn't needed, just "send a PDF copy of your visa-exempt passports (all pages) to this visa office" (ie to Hong Kong consulate, not Beijing VAC) and "if your mailing address is in Taiwan, submit four (4) address labels with your complete name and address written clearly in Chinese characters."

The passport request did not spell out exactly what the VAC wanted, and you should accordingly read through the "Application Process" part of the VAC website in detail. I recommend a cover note addressed to the VAC pointing out that you are including bank receipt for the paid fees and stating the email address to which any tracking number should be sent. I've copied the passport request below (with a few ellipses for redundant/trivial info, and excluding instructions for Taiwan/HK passport holders, since I've already covered what's different for them). I note that I paid the RPRF fee back before I sent the full application to Mississauga. Fortunately, I still had a copy of the receipt.

This refers to your application for permanent residence in Canada. We are pleased to advise that your application is ready for further processing. You are therefore required to submit the following documentation:

Ø Payment of the Right of Permanent Residence Fee (RPRF)... You are strongly encouraged to pay this fee online via the CIC website....

You should not make any plans to travel to Canada until you are in possession of your passports and the required visas.

My timeline:
e-CAS Decision made: June 23
Three weeks later I sent an email to HKVO asking for the tracking number. HKVO responded the next day.

The HK Post tracking showed "was sent on June 25th". Only on July 28th the package materialized in
the Canada Post tracking system. Received on July 29th.
So a bit over a month for air mail from Hong Kong to Canada.

15 months for the entire process: Ottawa->Beijing->transfer to HK->Visa received. There was no interview.

After 5 months waiting, my application status has been changed from " Application Received" to "In process" finally :)

I am staying in Canada waiting for my PR as well, once when HKVO sends the PPR email if the applicant is in Canada the applicant can mail the passport to Ottawa instead of HKVO, that's another option for getting the visa and since the recent cases of sending passports to HKVO were taking forever to get them back, I will choose to send my passport to Ottawa instead.

There was a discussion in the forum about either HK EMS or Canada post lost his passport not long ago.

Hi Ian,

I am using a HK passport to travel to Canada as a visitor, and will back to HK on Oct 2015. It will great if the CORP issued before Oct 2015, otherwise, I will back to HK on Oct 2015.

You have to send 2 or 3 pictures (according which passport the applicant holds), copy of the email, the address for the visa to be sent back, if you didn't pay RPRF (LANDING FEE, $490) you have to pay it and provide the receipt then, and this part I'm not sure but it seems like the Mainlander has to pay Beijin VO handling fee about 192.9 CAD.

I was in Canada when I prepared and sent the application so I left my Canadian address. But according to the PPR email BrianDell posted (thanks Brian!) it seems like you don't have to change it as long as you are staying in Canada legally.

It takes more than a month for getting the visa sending from HK, and about a month or less sending from Ottawa, but we can choose to buy the Xpress envelope with tracking number so it's easier to track the passport and faster to get it back if choose submitting passport to Ottawa CPC.

They said this with me...(The Attachments I included in my email were the consent form and Proof of Payment)

1. The total fee you need to pay is 192.9RMB per person.
2. Except the two attachment documents, you also need to submit the Passport Request Letter and other documents which requested on the email.
