The month and a half after "Decision Made" was the tough wait because we thought we were basically done and told friends and family it would all be over probably within two weeks. And indeed historically that's been the case at most embassies around the world when they are already in possession of the passport or the passport isn't needed (the passport or CoPR goes to the courier for delivery to you at the same time as "Decision Made" with the result that it arrives within a couple days of DM). I didn't know then that I'd later be advised by the Visa Application Centre "Normally, the processing time of e-APP immigration visa application will be taken about 4 weeks".
People in Chinese language forums have recommended sending in the passport unsolicited but that advice might no longer work this year as policies have changed with the new requirement for mainlanders to submit passport to a VAC in Beijing instead of directly to the Beijing embassy. I'd recommend those with Hong Kong or Taiwan passports submit what gets asked for unsolicited though because those materials go directly to the Hong Kong consulate in Quarry Bay, meaning there wouldn't be a VAC in the way to say we are not accepting your materials without evidence they've been specifically requested. For HK and Taiwan, there's the same requirement for the RPRF receipt to be uploaded online to Hong Kong and for 3 PR card photos but the passport isn't needed, just "send a PDF copy of your visa-exempt passports (all pages) to this visa office" (ie to Hong Kong consulate, not Beijing VAC) and "if your mailing address is in Taiwan, submit four (4) address labels with your complete name and address written clearly in Chinese characters."
The passport request did not spell out exactly what the VAC wanted, and you should accordingly read through the "Application Process" part of the VAC website in detail. I recommend a cover note addressed to the VAC pointing out that you are including bank receipt for the paid fees and stating the email address to which any tracking number should be sent. I've copied the passport request below (with a few ellipses for redundant/trivial info, and excluding instructions for Taiwan/HK passport holders, since I've already covered what's different for them). I note that I paid the RPRF fee back before I sent the full application to Mississauga. Fortunately, I still had a copy of the receipt.
This refers to your application for permanent residence in Canada. We are pleased to advise that your application is ready for further processing. You are therefore required to submit the following documentation:

Submitting your passport(s) in Canada (CPC-O)
If you and all the accompanying dependents on your application are currently in Canada and plan to be in Canada for at least three months, you may submit your passport(s) to the Case Processing Centre – Ottawa (“CPC-O”). You are required to send your passport(s) together along with a copy of this letter by mail or courier to the following address.

Make a note of tracking numbers for each envelope.
Enclose both envelopes along with your passport and a copy of this letter.

FOR ALL APPLICANTS:
For submission of photographs of yourself and accompanying family members (if applicable), follow the instructions provided in the section How to Complete the Forms of the application guide and in Appendix A: Photo Specifications. In the DETAILS OF FAMILY MEMBERS section, below, provide the following information for you and your spouse or common-law partner and dependent children (if applicable):
- Name, Height, Eye Colour
[there is a three column table with these three column titles, the whole table is titled DETAILS OF FAMILY MEMBERS and there are several blank rows, presumably for several family members as required]
NOTE: The validity date for your initial entry to Canada will be printed on the visa in the format Day/Month/Year.
Check that your passport(s) is/are all in good condition and that there are at least two (2) blank pages. We cannot accept passports which have torn pages, damaged laminates or mismatched passport numbers (at the picture page and passport page), and these will be immediately returned to you without any visa.
You must arrive in Canada before the date of expiry. The validity of a permanent resident visa will not be extended and replacement visas will not be issued with a new validity date. If you still wish to go to Canada, you will then be required to make a new application (you must pay new processing fees and meet all selection and statutory requirements in effect at that time).
We will make our best efforts to have your passport(s) returned to you with your visa(s) within 60 working days.
Please note that a request for your passport(s) at this time is not a guarantee of visa issuance. Passports are requested so that we can hold them on your file and issue your visas as soon as possible after all requirements have been met. If additional information is required, you will be contacted.
Warning - Change of Status
Should any of the following circumstances apply to you (or any person included in your application), you must inform this office in writing immediately for further action:
· Change in marital status by reason of marriage, divorce, separation, annulment or death;
· Death of applicant, dependant(s) or sponsor;
· Birth of a child;
· If you have other children which you have not listed on your application form (whether or not they live with you);
· If your dependent children included on this application themselves have children which you have not listed on your application (whether or not these children live with you or your child);
· Change in health;
· The laying of any criminal charges or conviction for a criminal offence;
· Change in your mailing address / e-mail address and/or telephone number
Failure to inform this office of any changes of the above may render you and your family members inadmissible to Canada. If you have already been issued immigrant visas, you are not allowed to arrive in Canada without informing this office in writing of any of the above circumstances and receiving our specific direction on the next steps you must take. Failure to declare family members (dependants) during processing will permanently exclude them from later sponsorship in the Family Class, according to paragraph 117 (9) (d) of the Immigration and Refugee Protection Regulations. You cannot declare new or previously undeclared dependents when you arrive in Canada and if you do, you and your accompanying family members will all be denied entry into Canada.
