Hong Kong Police Certificate for Spousal sponsorship

Hi everyone,

I have been living in Canada for two years and my partner (soon wife) will sponsor me for PR with spousal sponsorship. We are planning on doing a paper based application and as I have lived in Hong Kong for two years before coming here I have to provide a police certificate, which is usually released only when IRCC provides a letter. I was wondering if we should mail the application without the HK PCC first and waited for IRCC to send the request letter to send to HK police to request the PCC or if i should proceeded in a different way. You cannot apply the CNCC from Hong Kong Police unless you have the request letter from IRCC
