Employers could hire a TFW caregiver overseas if they applied for LMIA prior to June 18, 2019. We have to remember LMIA is valid for 6 months. So they could have applied for a work permit at the latest Nov 2019. With pandemic delays to consider, it could have taken months to get a work permit.
Correct me if I'm wrong, workers have a year from date of medical to leave the country?
Also, in the Philippines, they have to apply for OEC and such to be allowed to leave the country. That's another few months of processing and delay.
So with all the delays, I won't be surprised if someone just came this year. Probably one of the last LMIAs processed for caregivers from overseas.
