I have another question..

As my sister lives in Oman and I am in Canada, can I be representative for her and can apply for her instead of hiring a Consultant?

If yes then, will I need to ask my sister to mail her documents to me first and then I apply from here as there are many documents which are needed in originals. I guess I am trying to understand how Consultants do if applicant is outside Canada and Consultant is in Canada..

You need to look at the requirements if you can do that. You are not a licensed consultant. Don't know why she can't apply herself. Are you her employer too?

No I am not her Employer.
I checked in the checklist and it has the option of Family person in the Representative form. So looks like I can do that.
I am only worried about fees paying by me.

Also if all the fees will be paid all together at one time?

Not sure about fees. She has to show her own settlement funds.

ok, and IMM 5983 form (Job Offer) need to be submitted in Original, so if she will submit her application by herself then how she will include this as Original?
 
Also can you please advise if whole fees will be paid while submitting the application. (Applicant, Spouse and 2 kids under age of 18). I will confirm fees on the website, but wanted to know if for any reason she is declined will she get her submitted fees back or it will be wasted.

She would get the Right of Residence fee back but not the fees for work permits, biometrics, medicals etc. She must have a fantastic employer who is hiring your sister as a caregiver and willing to wait over a year or more.

As I checked on the Document Checklist it says that :

Completed, date and signed by the principal applicant (if you do not have the work experience). I am assuming this would be submitted if Applicant doesn't have Canadian experience.

ok great.

So looks like for them it will be total $3380 which includes all the fees based on the below calculations. If you have the similar family can you please confirm it too.
