Yup, you can apply from the Philippines but to be able to do so you must be able to show your "ties" with the Philippines.

hi job_seeker..thanks for your reply but when i applied for my us visa what i showed to the us embassy are my proof of ties here in the middle east....can i just submit the same documents which i submitted to the us embassy?which are a no object letter from my husband cuz i'm just a plain housewife,my residence permit here which will expired nov.2012,marriage contract with an english translation, salary certificate of my husband whose working in the airlines, his 6 months bank statement because in the no objection letter it stated there that he will be the one who will shoulder my expenses,my 6 month bank statement which is not much..i think that's all.and is it okay if my husband's salary certificate and bank statement are not updated?i mean both of them are dated march cause i applied to the us last month.or do i have to get a new one..and do i have to write a cover letter too?sorry job_seeker for quite a long letter.. :)been denied a trv once so i don't want to fail this time.thanks again

Did you get your US visa from the Philippines? No guarantees but your home country is still the Philippines, you might have a chance.
