ETA refusal

My friend has british citizenship, he became a PR of canada 2008 when he visited with his parents where they all stayed in canada for 2 weeks. But ever since, he has never been to canada. He applied for ETA to visit his brother here, it got rejected because the system shows he is still a PR even though it has been 17 years since he visited. Can he travel to the US and enter canada by car?

He should consider applying to renounce PR with ETA. May save him some time at the border.
