If your friend wants to hire you, they will first have to prove that they cannot find a Canadian citizen or PR for the role by posting the role on job sites and providing others with the opportunity to apply. Assuming no suitable Canadian candidates come forward, they will then have to apply to the government for an LMO (labour market opinion) which if approved, will give them permission to hire you. You will only be able to apply for a work permit once the LMO has been approved (not all LMOs are approved).

The LMO is the reason why many employers shy away from hiring non-Canadians for roles (i.e. because LMOs take time, take work, and aren't always successful).

Something else to consider is which office you'll have to apply to for your temporary work permit. There's a big different between the processing times of Buffalo vs. Ho Chi Minh: http://www.cic.gc.ca/english/information/times/temp/workers.asp#west

I'm not sure if you would be allowed to send your application to Buffalo given your status in the US. Hopefully someone else will be able to comment on this bit.
 
This "somebody" must be able to show proof that s/he tried to recruit a Canadian Citizen or PR and nobody applied or qualified before s/he could submit a LMO app in your name.

Yes .. He can hire you, and sponsor your immigration ..
but as others said, you need to go back to your country ..
