Thank you in advance for your help.

I am a Canadian permanent resident/US citizen- my fiance lives in the Philippines. I want to get her to Canada to live with me as soon as possible.

I am bringing her to the US to get married on a K1 Fiance visa. After we are married, we will apply in the US for Adjustment of Status (AOS) - to get a Green card. However it may take 4-6 months to get the Green card - she will be staying in an apartment just across the border.

Here are my questions

1 - Would she need a visa to visit Canada from the US - I know that visitors from the Philippines need a tourist visa - but what if she has legal residence in the US? I know that once she gets her Green Card it will be easy -- but what about after we get married while we are waiting for the actual Green Card?
2 - We are also applying for Canadian permanent residence for her - because I want her to eventually reside with me in Canada - if she does need a tourist visa would it be easier for her to get while living in the US versus getting one for her in the Philippines?

for question 1, yes she needs a canadian visitor visa to enter canada, her usa one does not give her the right to do so.
as for question 2i cant help sorry
 
Careful about leaving the US while the K1 adjustment of status is in progress. Your wife will need advance parole authorization to re-enter the US. If you don't secure advance parole, leaving the US will be taken as an abandonment of the K1 green card process.

You need to do more research about US immigration law before making any plans to visit Canada.

Yes, I am aware that the US K1 visa allows for 1 time entry to the US and I will need to get her Advanced parole to leave while her green card is being processed.

My question is how likely is it for her to get a Canadian tourist visa to visit me before she gets her green card. (i.e., after she arrives in the US on a K1 Visa, after we are married, but before she actually receives her green card).

She will be living in the US with a pending green card and Canadian sponsorship in progress... she will not be working in the US though.

You should apply for PR right away after you get married. Then, when you're somewhat advanced in the PR process, it will be easier for her to get a tourist Visa to Canada, like when you're approved as a sponsor, for example. Otherwise she has a big chance of being denied as it will be obvious that she will not leave Canada at the end of her trip.
In this case there's no difference whether she applies from her country or the States, but I've seen a lot of people being denied a Visa when they're not in their country of birth.
