Dear Rupeshhari,

In one of my earlier posts, you had replied to my question about whether I need to take up IELTs or not as follows.

We only know two people in the FSW category 1 pool that have had positive reply.
Both did not do IELTS and both send a "letter" speaking about their proficiency in English.

I am very much interested in knowing about the "letter" you have mentioned in the above statement, because I too would like to send such a letter along with my application to Sidney NS. What do you suggest?

Could you please let me know whether you had included some explanatory information about yourself in that letter such as

a) Why you think you qualify for FSW 1 NOC number XYZ
b) Why you feel you do not need to take up IELTS
c) Other information about yourself

According to you, what other information would be best for me to mention in that letter so that I can enhance my application in some way.

PROOF OF LANGUAGE PROFICIENCY

Refer to instructions in the "Proof of your language abilities" section of our
Web site. If you are claiming proficiency at any level in English and/or French,
submit one of the following:
• Test results from an approved language-testing organization: We strongly
recommend that you submit test results if you are claiming proficiency in a
language that is not your native language. If you choose to send the reports to us
directly, you must provide the original. Photocopies are unacceptable. Language
test results must not be older than one year upon submission.

• Other evidence in writing:
• Your written submission detailing your training in, and use of, English and/or
French;
• Official documentation of education in English or French;
• Official documentation of work experience in English or French.
• Other applicable documentation.

Proof of language proficiency is required for your application to be
considered complete, otherwise it will be returned to you. If your native
language is English or French, you still need to provide a letter attesting to
this fact.

Hello applicant,

I had been living in the US for fourteen years and i have had finished my degree all in English, but i had to do my IELTS, and i passed it all bands 7 and above, overall 7.5 here in India. I think what they looking is, because your not an Australian natural born person therefore regardless of your education background, it is a requirement to have it. and it is requirement for eligibility. then officer can easily evaluate your proficiency.I sugest you to do it now.

Well, more than two people have replies back from Sydney now. For Sydney, I only wrote about why my English was proficient but I really don't think they even look at it. So whether you write the letter or not, if your ministerial instruction requirements are fulfilled, Sydney will okay you (thats what I believe anyway).

Hi Guys,

Sydney will not look at your documents. The job of Syfney is only to see if you are under the list and if yes, and you make enough points they will forward the application to visa post.

The respective visa post concerned for processing your application will look at your documents and at that time you will be asked to submit IELTS no mattet what, unless ofcourse you were born and raised in Canada.

So just writing a proof of english may not help. Anyways I am posting a format for your help. This is only a template, you may fill it out with more relevant information.

for the visa office stage, the letter has to be quite detailed why you believe you can get the points. At least thats what i think.
for buffalo, i gave my history with english and then proof of proficiency for each section.

You will not know in advance how many points the CIC officer will give you for your language skills. "
