Yes. It's apparently the only province that has a school act or legislation that clearly states it. You can check the ministry of advanced education for Ontario. But still, after 9 months there is a good chance of getting full PR if you have a strong case.
just to note that Quebec lets students pay local tuition once they get their CSQ IF they are applying from within Canada. If I'm correctly assuming that Approval in Principal is the inland version of sponsorship approval/first stage approval and that it's at that point that the federal government lets you ask for sponsorship approval (CSQ) from Quebec, that's not different from Ontario either, as the CSQ takes a month or less to process.
