I don't know which part of the world you are applying from. I am applying from Canada and I sent the federal application without the PCC to Canadian Consulate in Buffalo.

I got the AOR with the request for medicals.

I will forward the PCC along with the RPRF when i have them available. I think with CSQ you might be able to get through without the PCC. Try to find out more....and if it is possible go ahead and apply.
