My friend is applying for spouse sponsorship, but his wife is diagnoised having Hepatitis B, will their application be rejected?

The cited post says that for applicants who are not excessive-demand exempt, CIC wants further testing. This means that applicants who are excessive-demand exempt will not need further medical tests in most cases and will in most cases be accepted even with Hepatitis B.
A sponsored spouse is excessive-demand exempt. So the wife will (almost certainly) not be rejected because she has Hepatitis B.

Hi partner's study permit application is rejected, and he is a Hepatitis B healthy carrier. there is a note in the GCMS stating there is a potential health risk but I don't know if this is the reason, the reason it stated on the refusal letter is don't think he will leave Canada after study. I am worried there is a problem for him to come visit us as a visitor for that health reason. Do you have any opinion on this?
