So in most simple terms: if your spouse paid a total of $1205 + $545 = $1750, then that means that somehow she overpaid and they're just refunding.
More common is people pay the right of permanent residence fee twice by mistake because they get an email telling them to make sure they paid it. Also some of these fees have changed in the last year or two and people paid wrong amounts because of that.
