You should look into travel insurance. I've used Manulife and Blue Cross Canada personally. Never filed a claim with Manulife, but did with BCC. They only reimburse up to what the government would pay for treatment of a resident, and for places where doctors can charge visitors anything, you're left paying the sizable difference. Also, remember that after you get permanent residency, there will be a ~3 month delay after applying for health care before it is effective.
