Help to Calculate 67 Points

My Current CRS score is 384 with following IELTS score.

Listening 8.0
Reading 7.5
Writing 6.5
Speaking 6.5

I am already considering Reevaluation of my IELTS results. However, i need to know my eligibility with current status.

Age: 24
Education: Two or more bachelors

Now on http://www.cic.gc.ca/english/immigrate/skilled/apply-factors.asp the score chart suggests that i can get 6 points each for CLB 9 and 5 points each for CLB 8.

I want to know:

1. Can i claim 6 points each for L and R and 5 points each for S and W? or do we need to have all components having minimum CLB 9 points to claim 6 points?
2. If i can claim the points as per Q1, Here is what my score would be:


Age: 12
Education: 22
Language: 22
Employment - 2 Years (Completing in October 2017): 11
Total;: 67.

Is the above Calculation correct?

3. Any chances of CRS going below 390 in around October?

You can't split your IELTS score. You're CLB 8, so you'll get 20 points for language.
