I do not think there is any discrimination for PGWP holder or some other class. LMO is always accompanied with recruitment efforts. I assume you have exhausted your current 3 yrs PGWP thus now you need to follow regular process. Seniors please correct me if I am wrong.

You're wrong. No recruitment effort is required for PGWP holders.

Okay. the LMO process is dealt with by HRSDC, not CIC.

http://www.hrsdc.gc.ca/eng/workplaceskills/foreign_workers/intstugrad.shtml

Read the information here carefully, it tells you everything you need to know.

Employers, who want to permanently employ these graduates following the completion of the PGWPP, must ensure that the:

LMO applications are submitted to HRSDC/Service Canada approximately 4 months before the expiry date of the post-graduation work permit;
positions offered to the graduates are for higher-skilled occupations classified as management, professional or technical (National Occupational Classification (NOC) skill type 0, or skill level A or B).

@ujbaby,

My PGWP expires coming May. Same as you, my employer has no problem sending the LMO application but the premise is that I have to fill up the form for them LOL

Okay I actually did this whole thing by myself...I think I am pretty familiar with the LMO app now...

***my LMO app sent by my employer early Mar***
***and scylla is correct - copied from HRSDC "Employers hiring former PGWPP participants in higher-skilled occupations are not required to conduct recruitment or advertisement efforts, provided, the LMO is received by the appropriate Service Canada Centre within 90 days of the expiration of the post-graduate work permit." ***

I think the above statement "LMO is received by..." actually means "LMO request" not an "issued LMO"...

It's a little depressing to hear you asking this question when I took the time to provide you with an official link, which answers your exact question on the first page...

Well i guess its just for their convenience to have the applications 4 months advance...i've seen ppl in this forum submitted their LMO app just a month before their PGWP expires...HRSDC wouldnt give a negative LMO just because it failed the ridiculous 4 months criteria...

***i actually called the Service Canada Centre to verify this...***

Thanks All. I do appreciate ur inputs.. I am now filling out the form for my employer. I wonder what to write on the section where it was asked the following:

Have you attempted to recruit Canadian citizens/permanent residents for this job?
Has union been consulted about the hiring of a foreign worker? If no, please explain
If yes, what is the position of the union? Provide details and attach documentation, if available.

What are the potential benefits to the Canadian labour market for offering this job to a foreign worker (s)?
(a) Filling a labour shortage (b) Transfer of new skills or knowledge to Canadians/permanent residents (c) Direct job creation or retention of Canadians/permanent residents
(d) Other, provide detail

i really need help to answer all these pls!!!!!!
