Help - Possible IRCC mistake on request letter

Hey guys,

On February 4th, I got a request letter for my wife's Japan Police Certificate, to be provided within 60 days. When the date arrived, we still did not have the Certificate in our possession, even though we applied for it as soon as possible. Instead of uploading the document, I uploaded a Letter of Explanation with some supporting documents.

Today, April 7th, I received a letter saying that:
"Our records indicate that a police certificate from Japan is outstanding. Please provide a copy of this FBI clearance certificate from the United States of America (USA).
You have been given 30 days from the date of this correspondence; however you may upload this document to your MyCIC account once you receive it."


I have never lived in the USA, neither has my wife. Also, our visits to the USA have never lasted more than 6 months, even if we add up all of the time spent there.
The "Japan" part was in a different color from the rest of the letter. Is it possible that there was a mistake in the letter? It looks like they got a standard letter and replaced the country name.

Is it possible that there was a mistake in the letter?
Should I understand that the document that I must provide is my wife's Japan Police Certificate, as requested before?

Have you already provided the Japan PCC?

Well, if you add up all the visits and these are less than 6 months - then its error from their side... so you got to attach a LOE and explain.

No, I haven't provided the Japan PCC yet, I provided an explanation for that.
The consulate contacted us exactly one day after the due date, so I'm going there on Monday to get it (it's in another city) and I will upload it as soon as I get home.
That's why I think they just gave me more time to provide it, but made a mistake in the letter.

This doesn't make sense.

This doesn't make sense.
It seems a mistake in the letter. But its better to check with CIC.

I've sent them an email, but it says it takes 20 working days to reply ???
I think I'll apply for the FBI Criminal Record anyway, for me and my wife, just in case :(

Good call on both. Let's hope it was just an error in the automated message and you don't need to submit the FBI PCC.

Seems like a copy-paste job got bungled. When you upload Japan PCC, include a brief LOE pointing it out and also list all the U.S. visit dates, tally the days and include a total figure. Then say something like "since I haven't lived in the U.S. for 6 months or more, I am assuming that the part about FBI clearance in the letter was a typographical error or an oversight. If it isn't, please let me know. I thank you for your support" etc. You should be fine. Do go ahead and submit a FBI PCC request if you want to cover your base. But I don't suggest you include any "proof" of having done so until and unless they respond to the above LOE with a definitive request for FBI PCC. Best wishes.

I've just realized there is one problem. They wrote this in the last request letter they sent me:
"Please refrain from uploading explanations and questions into MyCIC."

Which means they don't want any LoE, just the document.
What should I do?

Yes, they say that. But I went ahead and uploaded a LOE anyway, asking for a second extension to FBI PCC submission. And they responded by saying "we got your explanation, here's some additional time for you" letter, and opened up another "update" field on MyCIC.

Your mileage may vary, though. A petty and/or disgruntled officer might not be amenable to such LOEs. Having said that, you have a legit reason to attach a LOE with your Japan PCC. Make sure the Japan PCC is the first page(s) of the file, not the LOE (I'm sure I don't have to remind you to merge all documents into one PDF before uploading). I don't see much of an issue.

Alternatively, you can just upload the Japan PCC and raise a CSE with the LOE about FBI PCC. Your call. If I were you, I would just go with the MyCIC upload field since they're related to the same request. Best wishes.

Definitely possible for CIC letters to include odd information/request. I got a reply to my CSE from CIC stating my case was rejected because I did not include sufficient information about my work experience in the Philippines, where I have NEVER even been one day. (case was actually rejected due to incomplete info from my job in USA, that is according to the VO which is why I sent CSE mentioned above)
