Help! PNP program - PhD applicants need IELTS?

Hi all,

Thanks in advance for your time to stop by

I am PhD graduate from Ontario university and am applying under PNP program.

In the application package for the province, they only require IELTS for Master applicants, not for PhD applicants.
But if you get the provincial nominee letter and start the second round with CIC, do they need IELTS for the application to CIC?
