Just the principal applicant. The definition of family members accordingly to CIC is spouse/common law partner and any dependent children. You don’t have to provide police certificates for your parents or brothers/sisters for example.
I am sponsoring my husband. Under Spousal sponsorship program, so that’s why I asked, We just got married, does he needs to provide police certificate for his 18+ family members(Father, mother, brother and sisters) or no?

No, he doesn’t need to provide police certificates for his father, mother, brother and sisters because they are not considered “family members” by CIC definition of family members.
