No - you cannot apply for an LMIA. An LMIA is something only the employer can obtain.

The best way out would be to apply through Express Entry, if your CRS score is 460+, you will get a direct ITA and after landing in Canada you can look for jobs. If your score is above 400 but less than 460, you might get a PT NOI from Ontario and if you get a nomination you will get 600 points added to your existing CRS which will make you eligible to receive ITA.

I am not sure about your current IELTS score, the best way to increase your CRS scores are the following
1. IELTS for primary applicant CLB 9 (LRWS 8777)
2. IELTS for spouse (max up to 20 points)
3. ECA for spouse (max up to 10 points)

You can try to improve your IELTS score, gain points by giving IELTS and WES for dependent/spouse applicant. Play around the CRS tool to see where you can score more points.

There are 2 options to improve your score, give IELTS - I am not sure how much you it will add up to your score.
Another option is to get Province nomination, look out for Saskatchewan, Nova Scotia, etc...provinces which provides nominations without job offer. Once you get the nomination, 600 points gets added to your score and you will get ITA.
