I agree with you but, I spoke to 2 different lawyers, they both seemed to not know this. And asked me to answer yes. as it is asking if a have an offer in Canada, and i do work here. but after answering yes, portal is asking me to submit the documents for it.

The right answer is no. What you have doesn't qualify as a job offer under EE. If you answer yes, then of course you are going to be asked for documents you don't have (because yes is the wrong answer).
