We applied for PR for my wife from Dubai whos Syrian 1 month ago and now they are saying they need Marriage certificate issued by civic authorities.

Now we have a religious wedding with a religious certificate sent to them already. nothing in government because our religion is rare. 1 million left on this earth and Dubai wouldn't give us a civil wedding unless we say we are Muslim which we are not.

And they also want a police certificate from lebanon which i dont know why.

please help what should I do?

You have to be legally married in whatever country you are choosing to get married in. I don't think the religious marriage is enough, unless that is accepted in that country as a legal marriage. You may have to get married civilly in a different country, or if you've lived together for a year or more and can prove it, you could go the common-law route.

Has your wife lived in Lebanon for 6 months or more from when she was age 18? That's the only reason I know of for them asking for this. You must provide police certificates for any country you were in for 6 months or more.

Why would you wonder about the Lebanon PCC request when she lived there for a year?

If a marriage is legally recognized in the country in which it is performed and doesn't violate the federal laws of marriage in Canada (underage, polygamy, etc.), it is legally recognized in Canada. Was your marriage in Dubai just a religious ceremony with no legal recognition?

yes it was just a religious ceremony. It was registered with the highest priest in Lebanon for our religion but I dont think canada recognizes that. Like i said before its a pretty rare religion. We were having issues in dubai trying to register it unless we said we were Muslim. Which we didn't want to lie so we just didn't do it.

I dunno i thought you only need it from the country you currently live in. so we gave a dubai one.

If the ceremony isn't recognised, given the political climate, you might be able to apply as conjugal partners. Another angle to claim is that isn't regularly practiced in Dubai. One (seemingly simple) option might be to do a simple civil ceremony in Canada. Then for sure it must be recognised.

I would contact IRCC and ask if they would recognize the religious ceremony. Is this religion practiced in Canada? Could you now have her come here have a civil ceremony here, if she has a TRV?

BTW, what religion are you if you don't mind me asking.

The marriage has to be legally recognized in the country where it was performed.
