I want to pull my Inland application and apply outland because:

1. I am an American
2. I am living in Canada I can extend my visitor visa until PR comes through

I need Iron clad information that supports the Outland process being faster than Inland for Americans!!!

HAS ANYONE GONE THROUGH THIS PROCESS?!

3. Do I send a new application in with fees, but then how do I get a refund?
4. Do I need to do another Medical, FBI record etc.?

3. Yes. You should contact CIC and ask if you can simply submit the receipt that you already have for your Inland application and see if they can transfer that credit to an Outland application. If they cannot, you would need to pay again and wait for your refund. Zzzzzzzzz!

4. Medical results are valid for 1 year, so you'd probably be ok. The FBI PCC is only valid for 90 days. If you're close to that date you should consider ordering another one.

As far as `Iron clad information' that Outland is faster...it's everywhere. HOWEVER, if your Outland application is routed to LA or NY (for whatever reason), then you will likely not have your PR any faster! The vast majority of American applications are processed in Ottawa, but not all of them. Those with `red flags', or possible inadmissibility issues (or doubts regarding the genuineness of their relationship with their sponsor) have been sent to LA or NY, but so have a few others with what appeared to be a straightforward application. It seems that CIC will occasionally send an application back to the U.S.,...just because.

Having said that, your chances of being approved via an Outland application, in a more humane time frame, are excellent, IMHO.

Most people that submitted their OUTLAND apps around March 2014, have already gotten COPR. Heck many people that applied in May of this year have also already been approved.

Thank you everyone! However, the spreadsheet shows a wait of 8 mos. or more in most cases.. I can have my OWP by that point, and forgo the "Whole" having to do everything over again.....zzzzzzzzzzz wait wait.... between 180 to 320 days!! That's a wait..

I think you're reading the spreadsheet wrong. In the vast majority of more recent cases, the time to get COPR is in the 5+ months range. As I said, numerous people that applied at the same time or later than you have already received their full PR status.

Also recall that even after you get OWP, you still may need to wait another 8+ months to finally get approved and land as a PR.

How quickly CPC-Ottawa was processing apps a year ago, is not really relevant to how quickly they are processing apps today.

Several people on this site have pulled inland apps to apply outland. Other then the hassle to re-do all the forms, get new FBI check done and pay the fees again... I don't think there are any other issues.

Outland for US is definitely faster. Some people have been getting their COPR in three months! I also withdrew my inland application and re-applied outland and in only two months saw the progress that I never saw in the 5 months I waited for inland. I'm not a US citizen, though, but my VO should be slower than Ottawa so you'll probably land faster than it would take you to get your OWP at this rate.

Withdrawal of Application - CPC Mississauga

Please note that you can only withdraw an application before the person you are sponsoring and his family members, if applicable, are given a permanent resident visa.

If you want to cancel your sponsorship application, you must send the request by email to the Case Processing Centre (CPC) in Mississauga, Ontario.

You can also send a letter/fax. Please include the following information:

Your name;
Your date of birth;
Your address;
The date you sent your application;
Your client ID (if you have one);
The type of application (e.g. sponsorship of my spouse);
The reason for the withdrawal; and
A copy of the E-Payment receipt or a copy of both sides of the official Receipt (IMM 5401).

If your withdrawal request is accepted, a refund should be issued within 16 weeks.

The amount of the refund will depend on the processing stage of your application:

If the processing of your application has not yet started, you will be refunded the total amount.
If the processing of your application has started, but we have not made a decision on your eligibility to sponsor, you will be refunded the Right of Permanent Residence Fee (RPRF) and all processing fees, but not the $75 sponsorship fee.
If the processing of your application has started and we have already made a decision on your eligibility to sponsor, only the RPRF will be refunded.
Note:

If your file is overseas, you must also send your withdrawal request to the responsible visa office.
If the co-signer wishes to withdraw from the sponsorship, they must also send a copy of the Sponsorship Agreement and Undertaking (IMM 1344) to CPC Mississauga with a written acknowledgement of the removal of the co-signer, which all signatories on the original Agreement (i.e., sponsor, co-signer and sponsored family member) must then initial.
