HELP!! "Decision Ready Shelf" on ATIP Notes ?

I just received my ATIP notes recently and it reads

"Location: Decision Ready Shelf OFR "

I already passed my citizenship test and I got RQ'ed to which I responded back in July. my residency was assessed but no notes on the outcome just says my file is @ Decision Ready Ready Shelf OFR

Does anyone know what this could mean?

I search the whole forum but nothing

At least that is some movement, mine says nothing since I sent in final piece of RQ information back in July.

Yes , My file got transferred to St.Clair after I submitted my RQ documents and my residency analysis was completed.

I am still trying to figure out what that means but no one seems to know ...

I was looking over my last ATIP report and I see the following:

Activity 1 - Eligibility - Intent to Reside - Status - Passed
Activity 2 - Eligibility - Residence - Status - In Progress

Does this mean they believe i intent to reside in Canada but may not have met my number of days in Canada to meet eligibility requirements?

I guess I missed this update since was posted on April 28, 2016, likely was waiting for US Entry Exits which were submitted in July.

CIT 0520 Form in March 2016
Responded to CIT 0520 in April
RQ in May
Responded to RQ in June
File sent to St Clair office in August (decision ready shelf)
Now waiting .........
